Angela Rayner Resigns, Vows to Settle Tax Issues and Serve Communities
Angela Rayner delivered an emotional resignation speech in the House of Commons on October 22, 2023, asserting that there is “no excuse not to pay taxes owed.” The former deputy prime minister faced intense scrutiny regarding her tax affairs, which she described as “incredibly tough” for her family. This statement marks her first public address since stepping down from her government role.
Rayner, the Member of Parliament for Ashton-under-Lyne, announced her intention to settle any outstanding taxes stemming from what she termed an “honestly-made mistake.” She emphasized the hope that her situation would raise awareness among families navigating similar “complex tax positions.” The resignation followed a review by Sir Laurie Magnus, who found that while Rayner acted with integrity, she had breached the ministerial code due to underpayment of taxes on a new property in Hove, East Sussex.
In her speech, Rayner recounted the emotional toll the past few weeks had taken on her family, stating, “The last few weeks have been incredibly tough on my family, with my personal life so much in the public eye.” She acknowledged the intense scrutiny that public figures face, highlighting the impact it has on their loved ones.
Rayner reiterated her commitment to transparency and accountability, stating, “I’ve always believed in the highest standards of transparency and accountability, and it is what the public expects and it is the price we pay for the privilege of service.” She had previously referred herself to the independent adviser and cooperated fully with the investigation, providing access to all necessary information.
She explained the complexities of her tax situation, particularly referencing the challenges faced by parents of disabled children navigating trusts during divorce. “If there is one good thing that can come out of this, I hope that other families in this situation may be aware of that,” she said, encouraging others to seek guidance to avoid similar pitfalls.
Rayner assured that she would work closely with HM Revenue and Customs (HMRC) to rectify the tax discrepancies, adding, “I will of course correspond with HMRC… There is no excuse not to pay taxes owed, and I will do so.” She emphasized her belief in taking responsibility for mistakes.
Reflecting on her time in office, Rayner highlighted her dedication to working-class communities, stating that serving at the highest levels of government was a privilege. “Every day I work to serve those same working-class communities; in every decision that I made, I thought of them,” she noted.
Rayner expressed pride in the upcoming enactment of the landmark Employment Rights Bill, which she described as a significant step toward improving conditions for millions in insecure and low-paid work. “It will give them the dignity and security that they deserve,” she stated.
She became visibly emotional when discussing her involvement with families affected by the Grenfell Tower disaster, underscoring the importance of public service. “As secretary of state for housing, it was my solemn duty to the Grenfell Tower inquiry… It has been a privilege to work on behalf of those families,” Rayner said.
In closing, she thanked her colleagues and staff, affirming her commitment to continue advocating for change, whether from the front or back benches. “Elected office is not about us, but about our chance to change the lives of others,” she concluded, expressing her desire to fight for justice and fairness for working people.
Rayner’s resignation has prompted a cabinet reshuffle, affecting several MPs from Greater Manchester. As Labour seeks new leadership, the competition for the next deputy leader is heating up, with candidates including Lucy Powell and Bridget Phillipson entering the final week of campaigning.
