ITU Member States Agree on Global Digital Inclusion Roadmap
Baku, Azerbaijan, hosted a significant milestone in digital connectivity as member states of the International Telecommunication Union (ITU) reached a consensus on a roadmap to enhance global access to the internet. This pivotal decision was made during the conclusion of the World Telecommunication Development Conference (WTDC-25) on November 28, 2025. The conference, which spanned two weeks, was collaboratively organized by the ITU and the Ministry of Digital Development and Transport of Azerbaijan.
Framework for Universal Internet Access
The newly adopted roadmap outlines comprehensive strategies aimed at promoting universal internet access, emphasizing the importance of inclusivity in the digital age. As the world becomes increasingly digital, ensuring that all individuals can access online resources is a critical priority. The declaration identifies key areas for action, including infrastructure development, capacity building, and fostering innovative partnerships among stakeholders.
During the conference, delegates highlighted the necessity of bridging the digital divide that continues to affect underserved communities globally. The roadmap sets ambitious targets to increase internet penetration, particularly in rural and remote areas where access remains limited. By establishing clear benchmarks, member states aim to track progress and adapt strategies as needed to ensure that no one is left behind.
Global Cooperation and Commitment
The consensus reached at WTDC-25 reflects a unified commitment to addressing the challenges of digital inequality. Participants included representatives from various countries, all dedicated to fostering international cooperation in achieving these objectives. The declaration encourages a collaborative approach, bringing together governments, private sector entities, and civil society to drive collective action.
“This declaration marks a crucial step toward a more inclusive digital landscape, where everyone has the opportunity to participate and thrive,” said Houlin Zhao, Secretary-General of the ITU.
As part of the roadmap, member states are encouraged to implement policies that support affordable internet access, particularly for marginalized populations. The ITU will play a vital role in monitoring progress and providing technical assistance to countries as they work to fulfill their commitments.
The Baku Declaration serves not only as a strategic framework but as an inspiration for countries to innovate and adapt their approaches to digital inclusion. By prioritizing connectivity, the ITU aims to foster economic growth, enhance education, and improve overall quality of life for individuals worldwide.
This agreement comes at a time when the significance of digital infrastructure has been underscored by the global pandemic, which highlighted the necessity for robust online services in education, healthcare, and commerce. As nations continue to navigate post-pandemic recovery, the roadmap established in Baku will be essential in shaping a more equitable digital future.
With this declaration, the ITU and its member states are poised to make substantial strides toward a connected world, ensuring that digital opportunities are accessible to all, regardless of their location or socioeconomic status. The commitment demonstrated in Baku marks a hopeful chapter in the ongoing journey toward global digital inclusion.
