Ukraine Limits Indian Diesel Imports Over Russian Oil Connections

Ukraine is set to restrict imports of diesel from India starting October 1, 2023, due to India’s ongoing purchases of Russian crude oil. Approximately one-third of India’s oil imports come from Russia, raising concerns in Kyiv about the potential for Russian-sourced components in Indian diesel. The Ukrainian energy consultancy Enkorr reported that Indian diesel constituted about 18% of all Ukrainian diesel imports in August. With the war impacting domestic fuel production, Ukraine has relied heavily on imports to meet its energy needs. However, the Ukrainian government has expressed reluctance to source fuel from India if it is derived from Russian crude.

Strategic Implications of Fuel Imports

India and China have emerged as the primary importers of Russian crude, which has helped bolster the Kremlin’s energy export revenues. This relationship has drawn criticism from the United States, particularly under the administration of U.S. President Donald Trump, who has highlighted India’s role in supporting Russian energy exports. Recently, Trump has urged other nations within the G7 group to consider imposing tariffs on countries like India and China that persist in their energy trade with Russia.

Despite the threats of tariffs, Indian refiners are reportedly increasing their imports of Russian crude by between 150,000 barrels per day (bpd) and 300,000 bpd in September, marking a rise of 10-20% compared to August volumes. This uptick comes amid significant discounts on the Urals crude blend, which has become more attractive to Indian buyers, selling at discounts of $3 to $4 per barrel.
