He stated, “It might seem harmless to set out cones to block a parking spot in front of your home, particularly if you live on a street without parking permits or there aren’t a lot of other spaces available.”

Public parking spaces are considered accessible to all motorists, and attempts to reserve them can be classified as an obstruction under UK law. Conway clarified that “placing cones on public roads to block parking spaces is illegal unless you have specific permission from the local council or relevant authorities.” The potential consequences of obstructing public parking spots can be severe, including hefty fines or even imprisonment.
This law extends beyond cones; all objects that obstruct public parking, including skips for construction work, require appropriate licensing. “If you’re doing construction work and need to block any parking spots, be sure that you obtain a skip licence,” Conway advised. Failing to secure this licence can also result in fines of up to £1,000.

For residents dealing with neighbours who habitually reserve parking spots, the first step is to communicate directly. A polite request for the removal of cones may resolve the issue amicably. If this approach fails, documenting the obstruction with photographs can provide evidence for further action.
