Convicted Prisoner Returns After Mistaken Release; Manhunt Ongoing
A prisoner previously released in error has voluntarily returned to custody, while authorities continue to search for a migrant sex offender who was also mistakenly freed. On November 3, 2023, Billy Smith, 35, surrendered himself to HMP Wandsworth after a three-day absence. His return follows the unintentional release of Brahim Kaddour-Cherif, 24, an Algerian national, on October 29, 2023.
Authorities are intensifying their efforts to locate Kaddour-Cherif, a convicted sex offender. The circumstances surrounding the erroneous release of both individuals have prompted significant public concern and scrutiny of the prison system. In response to these incidents, Alex Davies-Jones, the Justice Minister, announced that prison officials would convene for a meeting on Thursday to discuss the situation.
Surrey Police confirmed Smith’s return, stating, “We are cancelling our appeal to help find wanted 35-year-old William Smith who was released in error from HMP Wandsworth on Monday, November 3. Smith handed himself in to HMP Wandsworth today.” Video footage from ITV News captured the moment Smith returned to the prison, where he was greeted by his partner before meeting with prison staff.

Davies-Jones emphasized the need for reform, stating that a team of digital experts has been assigned to modernize the outdated paper-based systems used to manage prisoner records.
