Filipino Restaurant in North London Granted Alcohol License Amid Local Concerns
A Filipino takeaway restaurant in North London has been granted an alcohol license despite significant concerns from local residents. Spoon and Rice, located on the High Road in Willesden Green, received permission to sell alcohol from 11:00 to 21:30 every day, provided that customers consume meals on-site. The decision was made by Brent Council’s Alcohol and Entertainment Licensing Sub-Committee during a meeting on November 26, 2023.
Residents have expressed worries regarding potential increases in antisocial behaviour as a result of the new license. Some locals described the situation as “growing,” citing issues such as drug dealing and intimidation over recent years. They argued that allowing alcohol sales would exacerbate these existing problems. The owner of Spoon and Rice, John Belmonte, countered these claims, stating that the restaurant’s operations are not connected to the antisocial behaviour reported in the area.
During the licensing meeting, residents Carina and Terry, who live adjacent to the restaurant, voiced their confusion over the necessity of selling alcohol, especially given that the establishment has only four seats available for diners. They raised additional concerns about previous issues, including reports of rats and fire hazards, which they attributed to the restaurant’s management.
Carina remarked, “Our experience with [Mr Belmonte] is that he is not a responsible business owner.” She detailed past incidents, including the construction of outdoor shades that obstructed their property and the installation of a commercial extractor unit, which posed fire risks. “His first step is always the non-compliance,” Carina added, expressing distrust in Belmonte’s commitment to responsible business practices.
In response to these allegations, Mr Belmonte emphasized that the antisocial issues in the community are unrelated to his restaurant. He highlighted his efforts to enhance safety measures, including installing external lighting to improve visibility around the premises. He reassured the committee and residents that Spoon and Rice is strictly a takeaway establishment, meaning alcohol can only be consumed indoors while dining. Customers will not be permitted to purchase alcohol for consumption outside or for takeaway.
“I appreciate the residents’ concerns about safety,” Mr Belmonte stated, asserting his commitment to maintaining a secure environment and providing quality service to the community. After reviewing all perspectives, the sub-committee ultimately decided to approve the alcohol license for Spoon and Rice.
As the restaurant moves forward with its new offerings, the local community will be watching closely to see how this decision impacts the ongoing concerns regarding antisocial behaviour in Willesden Green.
