Persistent Shoplifter Banned from All Boots and One Stop Stores in Cardiff
A 30-year-old man has received a banning order from all Boots and One Stop stores in Cardiff due to his persistent shoplifting activities. Christopher Storer, of Caernarvon Way, Trowbridge, was sentenced after stealing toiletries valued over £1,100 from a Boots store in Llanrumney on ten separate occasions within one week in October 2023.
During proceedings at Cardiff Magistrates Court, it was revealed that Storer had a history of theft, having previously been jailed in March 2023 for a series of shoplifting incidents across the city. This earlier spree involved a significant number of stolen items, further establishing his pattern of criminal behaviour.
With a guilty plea, Storer received a six-month prison sentence. He is expected to serve up to half of this time in custody before being released on licence to complete the remainder of his sentence in the community. In addition to his prison time, Storer has been issued a community protection notice, which prohibits him from entering any Boots or One Stop shop in Cardiff, as well as a Spar store located on Abergele Road.

Following the sentencing, Inspector Meg Butler of the South Wales Police expressed concern about the impact of Storer’s actions on local shop employees and customers. She stated, “Storer’s offending causes stress, anxiety and fear among employees at the shops he targets. His behaviour is also unpleasant for members of the public that have to witness his crimes.”
The inspector emphasised the importance of creating a safe environment for businesses and their staff. “Businesses in our community and their staff deserve to feel safe,” she added, noting that measures like this banning order help to prevent further offending.
Storer’s case highlights ongoing challenges faced by retailers in urban areas, where shoplifting can lead to increased operational costs and a heightened sense of insecurity among employees and customers alike. As authorities work to combat such criminal behaviour, community protection notices are becoming an essential tool in maintaining safety in the retail sector.
