Albanian Forum Proposes Annual Supplement Initiative to Social Council

The Albanian Forum, a key political entity in Montenegro, has announced its readiness to bring the initiative for an annual supplement to the Social Council. This proposal includes a comprehensive package of legislative amendments aimed at enhancing the revenue side of the country’s budget. The party has outlined specific changes to key laws, including the Law on Value Added Tax and the Law on Administrative Fees, which would impose obligations on major international digital platforms through VAT and a special digital tax.

The proposed legislation is reported to be fully prepared for parliamentary procedure and is designed to address the expenses associated with the annual supplement. According to statements made by the Albanian Forum, these laws align with taxation practices observed in European Union member states, representing a modern standard in contemporary tax systems.

Earlier in the day, members of the Pokret Evropa sad (PES) parliamentary club communicated to their coalition partner, Đeljošaj, the need to coordinate their proposal for the annual supplement with the Social Council, which includes representatives from their party. They clarified that they have a clear outline for both expenses and revenue and expressed willingness to resolve any issues regarding formal sponsorship of the proposal.

“We are prepared for another parliamentary club to propose these laws instead of the Albanian Forum,” a spokesperson stated, emphasizing that the priority is improving citizens’ standards of living rather than who takes credit for the proposal. They also highlighted that parliamentarians are not beholden to any individual party leader, including Đeljošaj, but owe their accountability to the citizens they represent.

The Albanian Forum has also indicated that if there is currently no readiness to implement these measures within the current year, they are open to considering their application in the following year. Nonetheless, they stress the importance of adopting and implementing these measures promptly for the benefit of the public.

“The Assembly of Montenegro is the sole authority for deciding on laws through voting,” the party representatives noted. They refrained from commenting further on the personal remarks directed at their leader but remarked that such an approach reflects a lack of political maturity.

As the Albanian Forum pushes forward with its proposal, the outcomes of these discussions will be closely watched, especially regarding their potential impact on the economic landscape of Montenegro and the lives of its citizens.
