The Electoral Management Board has directed Returning Officers to commence the counting process between 9:00 and 11:00 AM the day after the election. While all counts must begin within the specified timeframe, the directive provides flexibility for some Returning Officers to verify ballot papers immediately after the polls close on May 7, at 10:00 PM. Verification involves counting the number of ballots to ensure it matches the number issued, although it does not involve tallying votes for candidates or parties. Some Returning Officers may opt to conduct verification overnight.

The Electoral Management Board, established in 2025 under the Elections and Elected Bodies (Wales) Act, plays a crucial role in coordinating devolved elections. The board issues legally binding instructions on various election-related matters, including ballot paper colors and the management of postal votes.
