A former beachside restaurant in Jersey, known as Nude Dunes, is poised for a new chapter as it transitions into a commercial space. The building’s owner, Nadia Miller, has obtained permission to change its use to a “financial services shop.” This decision follows a series of planning disputes surrounding the property, which has been vacant since its previous operators ceased business in November 2023.

The approval for the change of use allows for a broad range of businesses to occupy the site. While it is officially designated as a financial services shop, Ms. Miller indicated that potential tenants could include retail shops, beauty salons, travel agents, and offices. The change was facilitated through Jersey’s General Development legislation, which enables specific developments to proceed without the need for extensive planning processes.

Regulatory Framework and Commercial Opportunities

The property was previously categorized under Class B, encompassing cafes and restaurants. The new classification as Class A permits a wider array of retail and public-facing activities, effectively broadening the scope for prospective businesses. In a recent statement, Ms. Miller emphasized the significance of this transition, stating, “This represents a clear and compliant shift away from all previously proposed hospitality or visitor-accommodation uses referenced in recent news coverage.”

Despite the favorable change in use, Ms. Miller clarified that any operations involving hot food, cafes, or broader hospitality services remain outside the permitted activities for the site. The property is now being marketed by Le Rossignol Estates, with rental value available upon request. The estate agent’s listing includes a variety of potential tenants, such as shops, hairdressers, and pharmacies.

Background and Future Prospects

The transformation of Nude Dunes marks another development in a long history tied to the site. Originally sold to a developer in 2014 for £100,000, the building saw its latest owners, Nude Food, acquire it in January 2023 for £1.5 million. They financed the purchase with a loan from Ms. Miller totaling £2.1 million. However, their attempts to lease the property back for a minimum of ten years did not materialize, leading to its current status.

Ms. Miller is also navigating additional challenges, having sought retrospective planning permission to retain a “temporary storage pod” on the property’s terrace. This move aims to prevent vandalism and anti-social behavior in the area. She is currently awaiting the outcome of her appeal against two enforcement notices which mandated the removal of the pod and a nearby fence.

The future of the property now rests on its ability to attract new tenants capable of revitalizing the space and contributing to the local economy. As the commercial landscape evolves, the transition of Nude Dunes from a high-end restaurant to a retail hub reflects broader trends in business adaptability in response to changing market conditions.
