Belgrade’s €12 Billion Waterfront Project Set to Transform City

A major redevelopment initiative in Belgrade, Serbia’s capital, is poised to significantly reshape the city’s landscape and economy. The ongoing investment in the Belgrade Waterfront project has now surpassed a total value of €12 billion (£10 billion). This ambitious endeavor aims to transform industrial land along the River Sava into a vibrant urban district, enhancing the city’s appeal and economic potential.
The historical significance of Belgrade is showcased by landmarks such as the Beogradska Tvrđava, a fortress that has stood witness to the city’s strategic importance throughout various empires, including the Roman, Byzantine, Ottoman, Serbian, and Austrian. Yet, the Belgrade Waterfront project is a modern testament to the city’s evolving identity. Launched in 2015, the initiative is backed by an agreement between the Serbian government and Eagle Hills, a UAE-based real estate investment firm.
Transforming the Urban Landscape
Spanning approximately 2.8 miles, the Belgrade Waterfront is more than just a redevelopment; it is envisioned as an extension of the city itself. Currently, the area features 14 completed buildings and 10,000 apartments, alongside the striking Kula Beograd tower, which rises 168 meters with 42 floors. This skyscraper houses a luxury St. Regis Hotel and upscale apartments, marking a significant addition to the city’s skyline.
The project also includes a scenic 1.8 km-long promenade and a park that spans 2.7 hectares, providing recreational spaces for residents and visitors alike. In January 2023, Eagle Hills announced plans to further expand the project by introducing a new “outstanding landmark” within the development. The company highlighted the project’s success in fostering economic growth in Serbia, stating, “The remarkable experience in Serbia, where the Belgrade Waterfront showcased outstanding economic growth, has paved the way for the expansion of this landmark development.”
Economic Impact and Future Directions
The Belgrade Waterfront has not only transformed the city’s aesthetic but has also had a profound economic impact. Over the past decade, the development has generated thousands of job opportunities during both its construction phase and ongoing operations. Serbia has experienced one of the highest GDP growth rates in Europe, with the project playing a crucial role in boosting tourism and advancing infrastructure development.
Currently, Eagle Hills holds a 67% stake in the Belgrade Waterfront, while the Serbian government retains a 33% share. This partnership underscores the collaboration between public and private sectors in driving urban regeneration and economic revitalization.
As Belgrade continues to evolve, the Waterfront project stands as a symbol of transformation, set to redefine the city’s character and enhance its status as a regional hub. With sustained investment and innovative planning, Belgrade is on a path to become a model for urban development in Europe.
