Montenegro Sees Surge in ID Card Applications Ahead of Deadline
The Ministry of Internal Affairs of Montenegro reported a significant influx of applications for new identity cards, with nearly 4,902 requests submitted in just one day. This surge coincides with the impending deadline for replacing old identity cards, which is set for September 30, 2023. The ministry has confirmed that it will not extend this deadline, emphasizing the need for compliance with the existing laws regarding identity documentation.
As the deadline approaches, the demand for new identity cards has dramatically increased, leading to long queues at Ministry offices across the country. Statistics from the Ministry indicate that a total of 10,093 applications were submitted in June, and a staggering 36,041 applications were registered in the first 25 days of September alone.
Transition to Third-Generation ID Cards
The third-generation identity cards, which have been available since March 30, 2023, offer advanced electronic features and enhanced security measures. The application process remains unchanged, and citizens are exempt from administrative fees, although there is a €5 fee for the card form, payable at Post Offices throughout Montenegro. These electronic ID cards enable citizens to complete a variety of administrative tasks online, eliminating the need for in-person visits to government offices.

The Ministry has stated that as of now, 82,046 citizens still need to replace their identity cards before the deadline. So far, 486,551 identity cards have been successfully exchanged. It is important to note that under the law governing identity cards, individuals who fail to apply for a new card within the designated timeframe may face fines ranging from €60 to €300.
Implications of the Deadline for Citizens
Citizens who do not replace their identity cards by October 1, 2023, may encounter significant challenges in accessing banking services, from opening new accounts to withdrawing funds.
As the situation progresses, concerns are rising about potential overcrowding at the Health Insurance Fund offices. Citizens wishing to use their new identity cards as health insurance cards must activate them in person at these offices. The current system does not support electronic activation, meaning individuals must bring their new documents physically to complete the process.
The Fund confirmed that so far, 219,232 insured individuals have verified their new identity cards within the healthcare system. As the deadline looms, it is expected that the demand for services at the Fund’s offices will increase, likely resulting in further long lines and wait times.
The Ministry of Internal Affairs urges all citizens to act promptly to ensure they meet the deadline and avoid any unnecessary complications.
