Julie Scarborough was born on March 21, 1935, to Violet Lilian Crispin and Edward Patrick Crispin above their grocer shop in New Road, Portsmouth. Growing up during World War II, she was evacuated to Clanfield with her elder brother, where she developed a lifelong affinity for animals and a passion for helping others. Despite facing numerous health challenges, including tuberculosis and severe dental issues, she showcased resilience from an early age.

Her commitment to community service began in childhood when she volunteered to read to elderly patients during her hospital stays.
