Lock Gate Failure Disrupts Fishing Operations in Sutton Harbour

A malfunctioning flood defence lock gate at Sutton Harbour has caused significant disruption for local fishermen and vessels, trapping boats both inside and outside the harbour. The failure occurred on September 8, 2023, just ahead of a forecasted storm and high tide, raising concerns about potential flooding in the area.

The lock gate’s hydraulic failure has left several vessels stranded, with those inside the harbour awaiting clearance to head out to sea. Meanwhile, boats outside are unable to unload their catches or find safe mooring in anticipation of worsening weather conditions. Flood alerts have been issued, warning of possible flooding between 19:00 and 21:00 this evening.

Sutton Harbour Holdings Ltd. announced the malfunction on social media, stating, “The Sutton Harbour lock is currently out of operation following a hydraulic fault, with no passage possible in or out of the harbour. Environment Agency engineers are in attendance to assess and carry out necessary repairs. Updates will be provided when these become available.” The statement advised affected vessels to contact the Lock Tower for guidance.

Local fishermen are expressing frustration over the lack of contingency plans to assist those impacted by the lock gate’s failure. Brian Tapper, a fisherman from Plymouth, criticized Sutton Harbour for its inadequate support, stating on social media, “Fishing is hard enough without these continual breakdowns and repairs with no consideration for fishermen.” He highlighted the urgency of the situation, noting that the failure of the lock gates is becoming a frequent issue.

In response to the ongoing problems, Luke Pollard, the Member of Parliament for Plymouth Sutton and Devonport, voiced his disbelief at the recurring failures. He remarked, “It beggars belief these lock gates keep breaking, disrupting fishermen and their livelihoods.” Pollard has contacted the Environment Agency, urging immediate repairs and a long-term solution to prevent future breakdowns. He had previously addressed the issue with the CEO of the Environment Agency, Philip Duffy, earlier this year.

The leader of Plymouth City Council, Tudor Evans, has also reached out to Emma Hardy, the Minister for Water and Flooding, requesting support for those affected by the lock gate failure. Evans emphasized the need for alternative berthing arrangements and immediate provisions to assist vessels that are unable to land their catches. He stated, “Plymouth’s fishing industry has enough challenges already without being further impacted by ongoing issues with the flood defence gates.”

The Environment Agency, responsible for the flood defences, has faced criticism for its handling of the situation. With additional repairs scheduled for next week, Evans has called for proactive measures to support the fishing fleet, stressing the importance of timely compensation claims for affected fishermen.

As the situation develops, flood alerts remain in effect for Plymouth Sound, Wembury Bay, and surrounding tidal estuaries. The agency has warned of high tide levels reaching 2.95 mAOD this evening, with forecasts predicting force five southerly winds and wave heights exceeding 2.7 metres. Residents and visitors are advised to stay clear of exposed coastal areas and avoid walking or driving through flood water.

The ongoing issues with the lock gate at Sutton Harbour highlight the vulnerabilities faced by local fishermen and the pressing need for a reliable solution to ensure their livelihoods are not further jeopardized by infrastructural failures.
