Lazar Šćepanović Continues as Acting Director of Police Administration

Lazar Šćepanović will remain in his role as the acting director of the Police Administration in Montenegro. This decision was confirmed during a telephonic session of the government held on December 15, 2025. The government stated that Šćepanović, a specialist in legal sciences, will serve in this role until a permanent director is appointed, with a maximum duration of six months.

During the same telephonic session, the government made a total of eleven decisions, reflecting a range of legislative proposals and administrative matters. According to the official announcement, these included significant changes to various laws and regulations, highlighting the government’s proactive approach in addressing legal frameworks.

Among the key legislative proposals discussed were amendments to the Customs Law and the Law on the Customs Administration. Both proposals aim to enhance the efficiency and effectiveness of customs operations in Montenegro. Additionally, the government addressed amendments to the Personal Income Tax Law and the Labour Law, indicating a commitment to fostering a more conducive business environment.

The session also included discussions regarding the 2026 Customs Tariff regulation and modifications to the organization and functioning of state administration. This reflects ongoing efforts to streamline government operations and improve public service delivery.

One noteworthy proposal involved the participation of a Montenegrin delegation led by the Prime Minister at the 24th Intergovernmental Conference between the European Union and Montenegro. This conference, set to take place in Brussels on December 16, 2025, is expected to play a crucial role in Montenegro’s ongoing integration with the EU.

In addition to legislative matters, the government addressed staffing issues and the appointment of acting roles within various departments. This reflects the government’s strategic management of human resources during a transitional period.
