A significant planning application has been lodged for the Grimsby West development, proposing the construction of up to 3,500 homes. The application was submitted by Grimsby West LLP, a collaboration between the strategic land developer Harworth Group and local property development firm M F Strawson Ltd. The site is located to the west of Grimsby, extending beyond the Wybers Wood and The Willows areas, situated between the A46 and A1136.

Details of the Proposed Development

The ambitious project aims to include not just housing but also essential community amenities. Plans outline the establishment of two local centres, a primary and secondary school, and a new link road connecting the A1136 with the A46. The developers have also committed to enhancing the environment, with 72 hectares designated for “dedicated multifunctional open spaces,” accounting for 40 percent of the total site. This green space will feature a new country park, sports pitches, and improved public access to the surrounding countryside.

In a joint statement, the companies expressed their commitment to the project, stating: “This exciting development includes up to 3,500 dwellings and community amenities.” The planning application follows extensive preparation and discussions with North East Lincolnshire Council and technical organizations, which began in early 2024. Public consultations and stakeholder workshops have also been conducted over the past year to gather community input.

Regulatory Process and Community Response

The application will undergo a formal validation process before being made public on the North East Lincolnshire Council’s planning portal for community review and comments. It is essential for the Grimsby West development to secure planning approval and a masterplan sign-off. The masterplan was presented to local councillors last autumn, but a transport, infrastructure, and strategic housing scrutiny panel recommended delaying approval until further details are provided, particularly regarding flood risk and a visual representation of the proposed Freshney Valley Country Park. Consequently, the council’s cabinet agreed to adhere to this recommendation, leaving the masterplan pending approval.

The site is designated for housing under the council’s current adopted Local Plan, which was finalized in 2018. Additionally, North East Lincolnshire Council is currently consulting on a draft of its future Local Plan, which will guide developments from 2028 to 2043. The Grimsby West site is included in this draft as an allocated housing area.

Despite the potential benefits of the development, it has faced considerable opposition. The Save the Freshney Valley campaign group has organized protests outside full council meetings, voicing concerns about the proposed project. Furthermore, a group of Independent councillors was elected between 2022 and 2024, with opposition to the Grimsby West development central to their political platform.
