Women Face Barriers to Empowerment in Žabljak, Montenegro
In Žabljak, Montenegro, a small town with a population of 2,941, women are encountering significant obstacles to empowerment. Despite comprising nearly half of the population at 1,447 women, their representation in leadership roles remains minimal, raising concerns about gender equality in the region.
The local government, made up of 30 councilors, includes only seven women, which accounts for just 23.33% of the total. This figure fails to meet the legal minimum for female representation in political roles. In addition, out of nine organizational units within the town, only three are led by women, highlighting a stark gender imbalance in leadership positions.
Žabljak lacks essential facilities to support women, including a maternity ward and a counseling center for pregnant women and new mothers. These absences not only affect women’s health but also their overall well-being and empowerment. Furthermore, the absence of these services may contribute to the underrepresentation of women in local governance and community leadership roles.
In terms of community organization, Žabljak has established 12 local communities, each headed by a man. This further illustrates the challenges women face in attaining leadership positions in both political and community settings.
On a more positive note, women are significantly represented in educational institutions, making up 65.78% of the workforce. However, the situation is less encouraging when it comes to leadership roles within these institutions, where only 75% of the directors are women. This discrepancy indicates a gap between female employment in education and their representation in senior roles.
As Žabljak continues to develop, addressing these disparities will be crucial for fostering a more equitable environment for women. The town’s leadership and community members must work towards creating opportunities and resources that empower women, ensuring their voices are heard and represented in all aspects of local governance and society.
