Welsh Government Urged to Protect Hospital Services Amid Health Board Review

Residents of Pembrokeshire are expressing significant concern as the Hywel Dda University Health Board prepares to make critical decisions regarding the future of nine hospital services under its ‘Clinical Services Plan’. An extraordinary board meeting is scheduled for February 18 and 19, 2024, where services including critical care, dermatology, emergency general surgery, and others will be reviewed. The proposals have ignited widespread opposition, particularly surrounding the fate of Withybush Hospital.

Local politicians are vocal about their apprehensions. Cllr Aaron Carey, an independent candidate for the forthcoming Ceredigion-Penfro constituency in the Senedd, emphasized the need for “reliable, accessible, and modern” healthcare. He stated, “Communities across Ceredigion, Pembrokeshire, and Carmarthenshire are forced to fight simply to keep essential services open.” Cllr Carey represents the Pembroke Monkton and St Mary South ward and has noted that hospitals such as Bronglais in Aberystwyth and Withybush in Haverfordwest are vital lifelines for their respective communities.

Concerns have been raised over the history of reassurances from the Hywel Dda University Health Board, which have often not materialized into action. Cllr Carey remarked, “Hywel Dda has repeatedly assured the public that services would be protected, only to later retreat from those commitments.” He pointed out that previous promises regarding the future of Withybush Hospital have been followed by proposals that threaten its viability.

The ongoing challenges faced by health services in West Wales, including long ambulance response times and overstretched GP surgeries, underscore the urgency of the situation. “Rurality cannot continue to be used as an excuse for second-class care,” he added. Cllr Carey highlighted the recent history of service closures at South Pembrokeshire Hospital, demonstrating that community pressure can lead to change, but also that such closures can occur with minimal scrutiny.

The Welsh Government has been called upon to intervene as the Hywel Dda Health Board operates under its oversight. “Oversight must mean more than monitoring decline; it must involve intervention, investment, and accountability,” Cllr Carey asserted. He called for a commitment to strengthening hospitals like Bronglais and Withybush for the long term, insisting that communities deserve healthcare that is fit for the future.

The First Minister of Wales, Eluned Morgan, responded to concerns about the Clinical Services Plan during a recent plenary session. Paul Davies, the Senedd Member for Preseli Pembrokeshire, stressed the importance of safeguarding services at Withybush Hospital to avoid forcing patients to seek care further afield. He urged the Welsh Government to oppose any changes that would diminish local healthcare access.

In her response, Eluned Morgan acknowledged the strong feelings surrounding local services. “I understand how strongly people feel about their local services,” she stated, assuring that she has been actively engaging with health board representatives. She mentioned recent meetings with the health board’s chief executive and chair to ensure that community views are considered in upcoming decisions.

Morgan also highlighted ongoing investments in Withybush Hospital, detailing a total of £1.18 million earmarked for infrastructure improvements, alongside funds for replacing x-ray equipment and upgrading other medical systems. She emphasized that substantial investment is already taking place to bolster healthcare services in the region.
