Montenegro’s Minister Urges Timely Appointments to Constitutional Court

Maida Gorčević, the Minister for European Affairs of Montenegro, has expressed her expectation that members of Parliament will secure appointments for vacant judicial positions in the Constitutional Court during their session next Tuesday. Gorčević emphasized the urgency of this matter, highlighting that Montenegro cannot afford delays in filling these critical roles.

Speaking on social media platform X, she stated, “Montenegro has no time to wait—by the end of next year, we have the opportunity to close all negotiating chapters, including chapters 23 and 24, which pertain to the rule of law and the functionality of the judiciary.”

Gorčević’s remarks come at a pivotal moment for Montenegro, as the country navigates its path toward European Union integration. She has called on representatives of the citizens to approach the appointments with diligence, considering the qualifications of the proposed candidates.

In her statement, Gorčević specifically urged opposition members to utilize this opportunity to demonstrate their pro-European orientation through a “real contribution” to the process. She acknowledged the challenges faced in judicial appointments but expressed optimism regarding the recent nomination of two candidates for the Constitutional Court judgeship.

While recognizing the complexities and thoroughness required in political consultations for such appointments, Gorčević cautioned against normalizing incomplete institutions and tactical delays in nominations.

“Knowing the challenges we have faced regarding appointments in the judiciary, yesterday’s identification of two candidates for the Constitutional Court is encouraging. However, we must be aware that a democratically mature and European society should not normalize incomplete institutions and tactical delays in appointments,” she concluded.

As Montenegro moves closer to fulfilling its EU obligations, the focus on strengthening its judicial system becomes increasingly critical. The upcoming parliamentary session will be closely watched for its implications on the country’s governance and European aspirations.
