Montenegro’s Transport Ministry Denies Major Drop in Performance Metrics
The Ministry of Transport in Montenegro has responded to claims made in the newspaper Pobjeda regarding a reported decline in the ministry’s performance metrics. According to the ministry, approximately 90 percent of its obligations outlined in the Government Work Program for 2025 have been fulfilled, contrary to Pobjeda’s assertion that performance had plummeted to 47 percent compliance.
In a detailed statement, the Ministry of Transport refuted the figures published in Pobjeda, stating that the claims stem from a misunderstanding of data derived from two distinct and methodologically incomparable documents. The ministry emphasized that it successfully completed 14 out of 16 obligations by the end of the year, maintaining a high execution level consistent with its performance during the first two quarters.
Clarifying the Performance Metrics
The statement further clarified that the obligations linked to Montenegro’s European Union accession process are defined within the framework of negotiation chapters. These obligations cannot be directly correlated with the Government Work Program’s metrics, nor can they be compared solely on a percentage basis.
The Ministry indicated that the realization of these obligations should be assessed within a broader context, including the completion of final benchmarks rather than isolated activities. Notably, significant progress has been made in both negotiation chapters under the ministry’s jurisdiction, particularly regarding final benchmarks, which are expected to receive official confirmation by the end of the first quarter of the current year.
The ministry is optimistic about the closure of Chapter 21– Trans-European Networks, highlighting that all prescribed benchmarks in this area have been met. This reflects the ministry’s commitment to achieving transparency and maintaining a high standard of performance.
The Ministry of Transport concluded its statement by expressing its dedication to keeping the public informed with accurate and comprehensive data on essential topics. It remains focused on fostering transparent communication regarding its progress and compliance with obligations.
