Atlantic City Shifts Development Focus from Homes to F1 Racetrack
In a controversial decision, Atlantic City, New Jersey, has abandoned plans for 10,000 new homes in favor of developing a Formula 1-style racetrack at the site of the former Bader Field airport. The announcement, made official on July 16, 2025, has sparked a wave of criticism from local residents who view the move as misguided.
The proposed $3.4 billion racetrack will replace an ambitious residential project known as Casa Mar, which aimed to transform the 140-acre site into a community featuring 10,000 housing units, parks, trails, and retail spaces. The Casa Mar project was initially introduced in 2022 by Bart Blatstein, CEO of Tower Investments, Inc., who envisioned a revitalized living space to attract more residents to the city.
Instead, the plans have shifted to a 2.5-mile racetrack, spearheaded by the Los Angeles-based real estate development company DEEM Enterprises. Atlantic City Mayor Marty Small Sr. has described the racetrack as a potential “game changer” for the local economy, projecting that it will take between six to nine years to complete.
“[DEEM] has been vetted, and getting a $3.4-plus billion project on the ratable base is a complete game changer,” Small stated, expressing confidence in the financial backing for the project. The racetrack will be accompanied by retail establishments and condominiums, contributing to the city’s existing appeal, which includes beaches and a vibrant boardwalk.
Despite the optimism from city officials, the local community has reacted with skepticism. Many residents have voiced their discontent, labeling the decision as “dumb” and “desperate.” One Facebook user remarked, “Atlantic City leadership is so desperate that they will support any development offer no matter how stupid it is.” Concerns primarily revolve around the anticipated noise and disruption that a racetrack would bring to an already busy tourist area.
“If people are bothered by the noise from beach concerts, the noise from the screaming F1 race cars would be unbearable!” another resident expressed. While opposition is vocal, some community members are enthusiastic about the new development. Comments like “Hell yes” and “Do it!” reflect a division in public sentiment.
Skepticism regarding the project’s realization is also prevalent. Some locals are doubtful that the racetrack will ever come to fruition, citing a history of stalled projects in the region. “They’ve been talking about it for years… highly doubt it’ll ever happen,” one comment read.
The push for the racetrack marks a significant change in direction for Atlantic City, which has struggled to maintain its population in comparison to other booming beach towns in New Jersey. Blatstein previously highlighted the need for a new vision for the city, stating, “So what really is needed here is a new plan, a new way of living, a new opportunity for people to come to Atlantic City.”
The tentative agreement between DEEM Enterprises and the city involves purchasing the vacant airfield for $100 million, with an additional commitment from the developer to donate $15 million for a community recreation center. Mayor Small noted the lack of recreational facilities in the area, underscoring the need for such amenities to benefit residents.
As Atlantic City embarks on this new venture, the community remains divided on the potential benefits and drawbacks of the racetrack project. While city leaders express optimism for economic growth, local concerns about noise, residential needs, and the feasibility of the plan continue to resonate. The future of Bader Field will depend on the successful execution of this ambitious and contentious redevelopment initiative.
