Council Faces Tough Choices Amidst Criticism and Budget Cuts
Wirral Council is under pressure to make significant decisions regarding its future, following a critical audit report that highlighted serious concerns about its operations and financial management. The report, released by the auditing firm Grant Thornton, addresses issues from April 2024 to March 2025 and paints a troubling picture of the council’s internal environment and fiscal challenges.
The audit points to a “toxic atmosphere” within the council, raising alarm over the erosion of trust between members and officers. Sarah Ironmonger, a representative from Grant Thornton, emphasized the necessity for improved collaboration among council members to foster a more productive working environment. She noted, “You all need to be pulling together and working in the best way possible.”
Concerns were also directed towards the appointment processes for senior roles, with the report indicating a risk that some appointments may not have been made solely based on merit. Despite these criticisms, Ironmonger confirmed that the appointment of Matthew Bennett as interim chief executive was justified.
The council is faced with daunting financial pressures, including a proposed cut to council tax support that has drawn sharp criticism from various members. Councillor Jo Bird condemned the cut, describing it as “draconian” and asserting it would exacerbate poverty among vulnerable residents. The decision to implement this cut was supported by both Labour and Conservative councillors, with Bennett stating that without it, £4 million would need to be sourced from other services.
At a recent audit meeting on February 19, Bennett acknowledged a £24 million increase in the council’s budget, yet expressed frustration that government funding had not kept pace with rising demands, particularly in adult social care. The report’s findings will be presented to all councillors on March 2, 2025, coinciding with a crucial budget decision for the upcoming financial year.
Addressing Internal Conflicts and Financial Stability
Discussions during the meeting revealed differing perceptions of the council’s internal dynamics. Some councillors, like Stuart Kelly, reported constructive relationships with officers, while others noted a disconnect that could stem from internal political disputes. Kelly urged for clarity on the underlying issues affecting council morale and effectiveness.
The audit also examined the council’s regeneration programme oversight, criticizing its management and the financial pressures it has faced. Ironmonger warned that further scrutiny of the council’s decisions is essential to ensure accountability and effective governance.
Questions were raised about the long-term impact of budget cuts on the council’s operational capacity. Councillor Jerry Williams highlighted the cumulative effect of years of funding reductions, which he believes have destabilized many services. In contrast, Conservative councillor Helen Cameron pointed out that the council’s reliance on reserves to balance its budget has left it in a precarious position, suggesting that low reserve levels before the pandemic have compounded the current financial difficulties.
Ironmonger reiterated the importance of making tough decisions, stating, “There are hard decisions that you as members, with officers, need to make around how do you deliver the services you need for your residents within the financial envelope you have.”
As Wirral Council navigates these challenges, the upcoming budget meeting on March 2 will be pivotal in determining the future direction of its services and resource allocations. The decisions made will not only affect the council’s operational viability but also the wellbeing of the residents it serves.
