Former NDLEA Chief Calls for Major Police Reform in Nigeria

Sule Momodu, former Deputy Commander-General of the National Drug Law Enforcement Agency (NDLEA), has urged for comprehensive reform within the Nigeria Police Force. He stated that no police division should operate with fewer than 20 operational vehicles to effectively combat crime. This statement was made during a press conference in Abuja on Saturday, where Momodu emphasized the necessity of adequate logistics for crime fighting.

He highlighted the importance of not only patrol vehicles but also suggested the inclusion of motorcycles, bicycles, and foot patrols to expand security coverage, especially in remote areas. Momodu called on the Acting Inspector-General of Police, Olatunji Disu, to prioritize the full implementation of the amended Police Act, describing it as vital for enhancing the efficiency and service delivery of the police force.

Momodu argued that divisions and state commands require sufficient resources and support from the government. He noted that improved welfare for officers is equally critical, advocating for the provision of adequate uniforms, footwear, and modern communication equipment. This would ensure professionalism and facilitate seamless communication between divisional stations and state command headquarters.

He also pointed out the need for intelligence-led policing, stating that reliance on static checkpoints and routine “show of force” operations has proven ineffective. According to Momodu, targeted intelligence gathering would empower officers to identify and apprehend criminals more effectively compared to random searches.

Congratulating Disu on his recent appointment, Momodu described him as a determined leader capable of transforming the police force into a more professional and community-friendly institution. Nonetheless, he stressed that tangible reforms would be the true measure of success. He referenced Section 20 of the Police Act, which mandates that police officers should earn salaries comparable to those of other law enforcement agencies in Nigeria, urging for its urgent implementation.

In discussing the withdrawal of police personnel from VIP protection duties, Momodu recommended activating provisions of the Act that allow for the establishment of specialized “spy police” units. These units would be responsible for guarding premises and high-profile individuals. He explained that organizations requesting such services should bear the costs of recruitment, training, and salaries, ultimately reducing government expenditure while creating job opportunities.

Momodu suggested that thousands of personnel previously assigned to VIP protection could be redeployed under this framework, thereby aligning with the Federal Government’s cost management efforts. He also called for the activation of provisions related to special constables to address policing gaps in underserved areas.

To ensure comprehensive implementation of the Police Act, he advised the Acting Inspector-General to obtain an executive summary from the Force’s legal department. Additionally, he urged the reactivation of police call centers across state capitals to enable citizens to report security threats promptly. He also recommended the establishment of community policing committees at local government and state levels.

In closing, Momodu emphasized the need for the renovation of divisional police stations nationwide. He stated that sufficient vehicles and improved infrastructure are crucial for the police to effectively fulfill their constitutional mandate of protecting lives and property.
