On December 18, 2023, President Donald Trump signed a significant executive order titled “Ensuring American Space Superiority,” marking a pivotal shift in the United States’ approach to space exploration and security. This order outlines an ambitious strategy aimed at establishing U.S. dominance in space as a cornerstone of national security and economic growth.

The executive order emphasizes that space is now regarded as “critical infrastructure,” with plans to accelerate space initiatives significantly. One of the primary objectives is to return astronauts to the moon by 2028, followed by the establishment of a permanent lunar base by 2030. These milestones are framed as essential steps toward maintaining a sustained American presence in space, ultimately paving the way for future exploration of Mars.

A notable aspect of this new strategy is the focus on nuclear energy. The order prioritizes the deployment of nuclear reactors in low Earth orbit and on the lunar surface. To meet these ambitious timelines, at least one nuclear facility must be prepared for launch by 2030. In response, the White House has initiated the creation of a “National Initiative for American Space Nuclear Power,” a multi-agency effort designed to expedite development and avoid traditional research delays.

This executive mandate comes as NASA undergoes a leadership change. Billionaire entrepreneur Jared Isaacman has been appointed as the agency’s 15th administrator, confirmed by the Senate with a vote of 67-30. Isaacman takes over from acting administrator Sean Duffy and faces the challenge of aligning NASA’s extensive budget with the new vision for space superiority. During his confirmation, Isaacman highlighted the competitive nature of space exploration, particularly concerning China, and underscored the need for the U.S. to maintain its leadership in this crucial domain.

The executive order also lays the groundwork for the militarization and commercialization of space. It calls for the rapid development of “prototype next-generation missile defense technologies” by 2028, part of a broader strategy linked to Executive Order 14186, signed on January 27, 2025. This initiative has been referred to as a “Golden Dome,” designed to safeguard the U.S. from aerial and space-based threats. The new order directs agencies to monitor and counter potential nuclear threats in orbit posed by adversaries.

From an economic standpoint, the administration seeks to attract at least $50 billion in additional investments in the U.S. space sector by 2028. The order encourages an increase in the frequency of rocket launches and landings, capitalizing on the momentum generated by private companies such as SpaceX. Furthermore, it mandates a transition of low Earth orbit operations to the private sector, aiming to replace the government-operated International Space Station with a “commercial pathway” by 2030.

The implementation of this executive order is set to commence immediately. NASA has been given a 90-day deadline to submit a comprehensive plan detailing how it will lead global exploration efforts. Concurrently, Isaacman and the Secretary of Commerce are tasked with identifying any acquisition programs that are significantly behind schedule or over budget, signaling a commitment to streamline operations and prioritize new initiatives.

In a significant structural shift, the order revokes Executive Order 14056, which renewed the National Space Council. This move consolidates space policy authority under the White House Office of Science and Technology Policy, further centralizing decision-making.

As the new roadmap for U.S. space policy unfolds, the race for orbital dominance has intensified, marking the end of symbolic exploration and the beginning of a strategic pursuit for supremacy in space.
