Montenegro Appoints Radica Zeković as Acting Director of Media Directorate
The Government of Montenegro has appointed Radica Zeković as the acting director of the Media Directorate within the Ministry of Culture and Media. This decision follows the resignation of the former director, Nedeljko Rudović, leaving the position vacant since July 25, 2025. The appointment was confirmed during a government session and is in line with the Law on State Officials and Employees. Zeković will serve until a permanent director is appointed, with this interim role lasting no longer than six months.
The decision to appoint Zeković was proposed by Tamara Vujović, the Minister of Culture and Media, who recognized Zeković’s professional commitment and experience in the field. The appointment aims to ensure the seamless operation of the Media Directorate during the ongoing public competition for the permanent position.
In the official explanation of the resolution, it was noted that the Media Directorate is organized according to the current regulations governing the internal organization of the Ministry. With the previous director’s term ending, it became essential to maintain uninterrupted functionality within this organizational unit. The Commission for Personnel and Administrative Affairs determined that filling this vacancy must adhere to the legally prescribed competition procedures.
Rudović resigned amid concerns regarding media laws and alleged political pressures on public media institutions and regulatory bodies. In his public statement, he expressed that his resignation was a matter of professional responsibility, stating he could not bear responsibility for decisions where he had no substantial influence. His departure has raised questions about the continuity of the Media Directorate’s operations, particularly during a time of heightened discussions on media freedoms and the selection of governing structures in public services and regulatory agencies.
According to the Law on State Officials and Employees, when a high-ranking official’s term ends, an acting replacement can be appointed until a permanent director is designated, with a maximum duration of six months for the interim position. This approach allows the government to ensure governance continuity while adhering to legal frameworks regarding appointments. The decision for such appointments falls under the authority of the relevant appointing body, in this case, the Government of Montenegro.
With Zeković at the helm, the Media Directorate will navigate the challenges ahead, including ongoing reforms and discussions about media policies in Montenegro.
