Montenegro Reports 67 Traffic Fatalities in 2025, Calls for Action

In 2025, a total of 67 individuals lost their lives on the roads of Montenegro, according to recent data released by the Police Administration (UP). This figure represents a decrease of eight fatalities compared to the previous year. In addition to these tragic losses, 644 individuals sustained serious injuries, while 2,305 others reported minor injuries between January and November 2024.

The UP highlighted that the leading causes of traffic accidents include speeding, illegal overtaking, mobile phone usage, driving under the influence of alcohol or drugs, and fatigue while driving. They also noted that failure to yield right of way and a lack of seat belt usage significantly contribute to the severity of accidents.

While there are no specific sections of road classified as particularly dangerous, the UP identified several major routes with a high incidence of accidents. These include the highways connecting Podgorica to Cetinje and Budva, as well as the road from Podgorica to Danilovgrad and Nikšić.

In response to inquiries about the implementation of speed cameras, the UP indicated that the installation of stationary radar systems is anticipated for 2026. This initiative is part of broader measures aimed at enhancing road safety for all participants.

The statistics from 2023 were particularly alarming, with 77 fatalities recorded, establishing a grim record compared to previous years. The UP underscored the necessity for collaboration among various sectors, including security, traffic, health, education, non-governmental organizations, and the media, to foster a safer traffic culture.

According to the UP, it is crucial for different stakeholders to raise public awareness about the dangers associated with reckless and speedy driving. A single moment of distraction or misjudgment can have catastrophic consequences.

The Ministry of Internal Affairs previously announced plans to introduce nearly 100 stationary radars along the busiest roads in Montenegro by the second half of 2026. During a parliamentary session in October 2024, Minister Danilo Šaranović confirmed that preparations for implementing radar systems are complete and that a tender for equipment procurement would be issued soon.

He stated, “By the third quarter of next year, all key traffic routes in the country should be covered by radars. This planned timeline allows us to expect that all major segments in Montenegro will be monitored by stationary radars, which should lead to improved traffic safety, especially regarding fatal accidents.”

While experts believe that the installation of radar systems will enhance safety, they caution that technology alone is not sufficient. Ongoing control measures and driver education are essential components of a comprehensive traffic safety strategy.

Another concerning trend is the increasing involvement of minors in traffic accidents, with more young drivers operating vehicles under the influence of drugs. This issue is prevalent across all Montenegrin cities, where daily incidents often result in serious injuries and fatalities.

Dusan Raspopovic, a court expert with extensive experience in combating drug use, noted that many drivers involved in accidents are under the influence of cocaine, synthetic drugs, or alcohol. He emphasized, “Any intake of psychoactive substances alters consciousness. Medical professionals warn against driving under the influence of certain medications, making it clear how unsafe it is to drive while intoxicated.”

Raspopovic also highlighted that reckless drivers pose a danger not only to themselves but also to other road users, including fellow drivers, cyclists, e-scooter users, and pedestrians. The call for enhanced road safety measures remains urgent as Montenegro seeks to reduce the toll of traffic accidents and foster a culture of responsible driving.
