Unions Oppose Airport Concession Amid Controversial Tender Process
The representative unions of Airports of Montenegro (SOACG) have expressed unanimous opposition to the granting of a concession, citing concerns over a tender process fraught with controversy and legal disputes. This opposition comes as the tender has been ongoing since 2018, marked by public disagreements among commission members and ongoing court cases initiated by the second-ranked bidder.
In a statement, SOACG president Slobodan Martinović emphasized that the current process lacks legitimacy and fails to protect the state’s interests. “Montenegro deserves a transparent, clear, and legally sound procedure regarding its most critical transportation infrastructure,” he stated.
Martinović highlighted the concerning nature of transferring control of air traffic to a private entity under conditions established in 2018, especially given the significant changes in economic circumstances since then. “After years of inflation and rising infrastructure values, it is evident that the figures from 2018 do not hold the same real value today,” he noted. He argued that allowing private corporations to gain access to the nation’s most valuable economic assets for outdated terms represents a strategic and economic misstep.
The unions argue that the Airports of Montenegro staff have proven their capability to manage and develop the company independently. Martinović conveyed a strong message, stating, “Airports of Montenegro are not merely infrastructure; they represent people. Our workers maintained operations and safety during challenging times, including the pandemic, safeguarding the company’s international reputation.”
He further asserted that the employees have demonstrated their commitment to the company without any privileges, showcasing their ability to develop the company’s potential. “We believe Airports of Montenegro can independently modernize and improve under responsible management and a clear state strategy,” Martinović added.
The unions are calling for the annulment of the current tender process and advocating for a new, transparent, and inclusive discussion regarding the future development model of the airports. They are prepared to defend the interests of their members and the long-term interests of Montenegro using all legitimate and democratic means.
“The Airports of Montenegro must remain in service of the citizens and the development of the state, rather than being subjected to hasty and detrimental decisions,” concluded Martinović.
This declaration underscores the growing tensions surrounding the concession process and raises questions about the future management of Montenegro’s vital air transport infrastructure.
