House Republicans Defy Leadership to Extend Obamacare Tax Credits
Seventeen House Republicans broke ranks with House Speaker Mike Johnson on December 14, 2023, voting to extend enhanced tax credits for the Affordable Care Act’s health insurance marketplace. This bipartisan effort culminated in a vote of 230-196, where these Republicans joined Democrats to support legislation critical to millions of Americans.
The tax credits, which are set to expire at the end of December, impact approximately 20 million Americans who obtain insurance through the health marketplaces established by the Affordable Care Act, commonly referred to as Obamacare. Despite this urgency, Johnson opposed the extension, prompting dissent among his party members, particularly those representing swing districts.
Reps. Mike Lawler of New York, Brian Fitzpatrick, Rob Bresnahan, and Ryan Mackenzie rallied behind a discharge petition spearheaded by House Minority Leader Hakeem Jeffries to secure a three-year extension of the tax credits. Bresnahan emphasized the immediate concerns of small business owners who are seeing rising health insurance costs. “I heard from independent business owners… that are buying their health insurance on the exchange,” he stated.
The passage of this legislation in the House sets the stage for further negotiations in the Senate, where a bipartisan working group is crafting a version of the bill that could potentially secure the necessary 60 votes. Republican Senator Bernie Moreno of Ohio indicated that increased Republican support from the House would bolster this effort.
Despite the House’s success, the Senate faces significant hurdles. Democratic Rep. Maggie Goodlander expressed optimism, saying, “It’s about damn time… this is a common sense solution that’s going to prevent a death spiral in my district.” Yet, the clean extension of tax credits may not find favor in the Senate.
Past attempts by Democrats to push through a straightforward three-year extension failed, highlighting the challenges in garnering bipartisan support. Democratic Senator Tammy Baldwin remarked on the necessity for Republican senators to step up if a bill is to pass. “I’m never going to throw in the towel on bringing down health care costs,” she said.
Discussions among House Republicans have also revealed differing opinions on how to structure the tax credits. Some members advocate for income caps or shorter extensions, while others express concerns that any new legislation could include restrictions on funding for abortion services. As Senator Elizabeth Warren pointed out, “Democrats have been working and fighting for half a year now to try to keep access to health care.”
Earlier in the week, former President Donald Trump urged Republicans to show flexibility in negotiations, particularly regarding the Hyde Amendment, which prohibits federal funds from being used for abortions. He emphasized the need for innovative solutions in the ongoing health care debate.
This vote marks the second instance in recent days where rank-and-file members of the Republican Party have defied their leadership. Earlier on December 14, five Republican senators collaborated with Democrats to limit Trump’s authority concerning military actions in Venezuela.
As the situation develops, the focus remains on whether the Senate can reach a consensus that will allow for the extension of health care tax credits, a crucial lifeline for millions of Americans.
