Man Banned for Five Years After Neglecting Pony’s Care
A man from Hawthorn, Appledore, has been banned from owning horses for five years after neglecting his pony, Freddie, leading to the animal’s suffering and eventual euthanasia. Daniel Robert Briggs, 62, received a suspended jail sentence after admitting to causing unnecessary suffering during a court appearance at Maidstone Magistrates’ Court on February 3, 2023.
The case originated from a joint investigation by the RSPCA and World Horse Welfare, prompted by public concerns regarding Freddie’s condition. The pony was found to be suffering from severe laminitis, a painful hoof condition that can lead to chronic pain if left untreated. Despite owning Freddie since he was a foal, Briggs failed to provide essential veterinary care, which ultimately resulted in the pony being put down.
Briggs was sentenced to 26 weeks in prison, suspended for 18 months. Additionally, he was ordered to complete 100 hours of unpaid work and pay £600 in costs. The court heard that Briggs had consistently disregarded veterinary advice, including diagnostic tests and follow-up appointments.
On February 20, 2022, Rebecca Carter, a field officer for World Horse Welfare, visited the paddock on Dowle Street, Pluckley, after receiving reports about Freddie’s distress. She found the pony with severely overgrown hooves but was met with resistance from Briggs, who refused to seek veterinary help.
Despite warnings from the RSPCA and a subsequent vet visit on February 25, Briggs continued to deny Freddie proper medical attention. He claimed he could manage the laminitis independently without the need for professional assistance. Following further reports of Freddie’s deteriorating condition, a joint visit with the RSPCA and an independent vet revealed that Briggs had withheld prescribed pain relief, exacerbating the pony’s suffering.
A specialist equine vet assessed Freddie and stated, “The welfare needs of this pony were not being met. He was suffering due to unmanaged, chronic pain from laminitis, exacerbated by inappropriate environmental management and untreated endocrine disease.” The vet emphasized that the pony had endured severe pain and compromised mobility, which was entirely preventable with appropriate care.
After careful consideration, veterinary specialists decided to euthanise Freddie to prevent further suffering. In mitigating circumstances, the court heard that Briggs cares for his wife and disputes the veterinary recommendations provided.
Following the sentencing, RSPCA inspector Kirsten Ormerod expressed her devastation over the case. “This was an incredibly sad case. As horse owners ourselves, the welfare teams involved found it particularly upsetting to see a sweet, older pony suffering with laminitis despite offers of help and financial assistance,” she stated.
Carter echoed this sentiment, noting the heartbreaking nature of Freddie’s situation. “Finding Freddie in so much pain due to untreated laminitis was heartbreaking. It’s one of the most painful conditions a horse can face and should be treated as a veterinary emergency,” she said. “This sad situation could have been avoided had the owner listened to advice and, crucially, taken action.”
The court’s decision reflects the seriousness of neglect in animal welfare contexts, highlighting the importance of responsible ownership and the necessity of seeking professional help for animal health issues.
