Gloucestershire Council Issues Over 75,000 Motoring Fines in 2023

More than 75,000 motoring fines were issued by Gloucestershire County Council during the last financial year, marking a significant increase from the previous year’s total of 71,765. This information was presented to councillors during a meeting on January 14, 2024, where the council discussed its parking enforcement efforts and the administration of appeals for penalty charges.

The latest figures reveal that the council issued a total of 75,821 penalty charge notices (PCNs). Notably, less than one percent of these cases, only 37, were escalated to the independent traffic penalty tribunal. Simon Searer, the council’s senior parking appeals officer, provided insights into the enforcement processes at the environment scrutiny committee meeting. He explained that the council oversees on-street parking and manages appeals related to parking fines.

Gloucestershire County Council operates 163 pay and display machines throughout the region and employs 18 automatic number plate recognition cameras for monitoring traffic violations. According to Searer, the fines were primarily categorized into civil parking enforcement, which accounted for approximately 53,000 notices, and other infractions related to bus lanes and moving traffic, totaling around 22,000.

Searer elaborated on the types of moving traffic violations that were enforced, including banned right turns, no-entry zones, yellow box junction infringements, and various driving prohibitions. He noted the low percentage of cases that proceed to independent appeal, stating, “The low appeals indicate there is effective early dispute resolution.” This suggests that the council’s approach to handling disputes is functioning well, resulting in fewer escalated cases.

Moreover, Searer informed the committee about ongoing training for the parking enforcement team, aimed at enhancing their skills when dealing with appeals. “They are a lot more equipped when dealing with cases at appeal stage,” he said. The council is also focusing on infrastructure improvements, addressing issues such as missing signs and road markings.

In the past financial year, the council undertook nine kilometres of relining works in areas such as Gloucester, Cheltenham, Bourton-on-the-Water, and Stow-on-the-Wold. Searer assured councillors that this effort would expand in the upcoming financial year, further enhancing the clarity and effectiveness of traffic regulations across Gloucestershire.
