Montenegro’s Transport Ministry Claims 90% Obligation Fulfillment
The Ministry of Transport in Montenegro has asserted that it fulfilled approximately 90% of its obligations under the Government Work Program for 2025. This announcement comes in response to a report by the newspaper Pobjeda, which suggested a significant decline in the Ministry’s performance.
In its official statement, the Ministry refuted claims made in the article “High Level of Fulfilled Obligations, Eight Chapters Practically Ready for Closure.” The Ministry emphasized that the assertion of a drop from 90% to 47% percent in the completion of obligations is inaccurate and results from a misunderstanding of data derived from two different and methodologically incomparable documents.
The Ministry clarified that, under the Government Work Program, it has successfully completed 14 out of 16 obligations by the end of the year. They provided an official table of implementation as evidence, confirming that there has been no decrease in the percentage of fulfilled obligations. They maintain that the high level of completion is consistent with the performance recorded after the first two quarters of the fiscal year.
Clarifying Reported Discrepancies
The Ministry also pointed out that the obligations outlined in the European Union accession program involve requirements defined within negotiation chapters, which should not be directly compared to the Government Work Program. These obligations must be evaluated in a broader context, focusing on the fulfillment of final criteria rather than isolated activities.
Significant progress has been made in both negotiation chapters under the Ministry’s jurisdiction, particularly regarding final criteria. This progress is anticipated to be officially confirmed by the end of the first quarter of 2024. The Ministry expects to close Chapter 21, which pertains to Trans-European Networks, having met all specified criteria.
